James M. Flynn Jr. is the Allegheny County manager, a role in which he serves as the chief administrative officer of the county and is responsible for administration of the county’s operations. He previously served as the deputy controller of Allegheny County. In addition, he has over 17 years of experience in the private sector, serving both as a controller and senior accountant.
Mr. Flynn is a member of the board of the Allegheny County Health Department, and has passed the Certified Public Accounting Examination. He holds a Master of Business Administration from Robert Morris University, a Bachelor of Science in public policy from Carnegie Mellon University and a Bachelor of Science in accounting from Point Park College.
