Joyce A. Snell is a retired math coach in the Sto-Rox School District, where she served as an on-site resource, advisor and advocate working with administration, staff and students. As a K-12 educator, she holds certifications in elementary education and as a reading specialist. Snell is an elected official currently serving as president of the Montour School Board.

Snell serves on the board of the Parkway West Career and Technology Center and is also an active member of the Pennsylvania School Boards Association and the Pennsylvania State Education Association. She holds a Master of Education from Edinboro University and a Bachelor of Science in Elementary Education, also from Edinboro University.
